This tap is adequate for my purposes - Occasionally chasing threads on automotive oil filters, drain holes, and similar applications. This is not a tap for working on aircraft or critical high-pressure fittings, and certainly not for hard or tough metals or production use.
Mine arrived with a a few spots of surface rust. Certainly not enough to prevent it from doing the jobs for which I bought it, and it's hard to come up with much of a complaint given the very low price. The finish is a bit rough.
Overall the quality of this tap is fair, but at the price it is a good tool for light-duty occasional use.
